The plenary session was aimed to discuss outlines and guidelines of
various reports, procedure for the election of a new IPCC bureau,
work schedule and budget for AR4. During the session, each working
group held working group session to discuss mainly outline of each
working group report. The result was reported in the last day of the
plenary session. As one of the key issue of the twenty first session,
the pros and cons of preparation of the synthesis report were actively
discussed. The synthesis report is the one for policy maker, integrates
appropriate information from each working group report and shows FAQ
style. This issue will be carefully examined its contents and the
process, and decided in the next plenary session. The next session
