Greeting
In April, I took up a post as Director-General, and four monthshave passed. For these months, I have managed to finish withwhat I should do under time pressure. In the circumstancesspecific to this year, I was very busy doing this and that in theearly days of this fiscal year. Now, the estimate budget requestsfor the next fiscal year are beginning to take shape on the level of the Ministry of Education, Culture, Sports, Science andTechnology, and after the budget requests are completed, I willhave time to settle down to think about my regularduty.
Frontier Research System for Global Change (FRSGC),forerunner ofthe Frontier Research Center for Global Change(FRCGC), started life about 8 years ago. The efforts of Dr.Matsuno, former Director-General, and all staff membersconcerned led to the establishment of the present center, and wehave been producing outstanding achievements. Now again, Iwould like to pay respect to the former Director-General and thewhole staff and thank them for all their efforts. As a successor, Iwill continue to push forward the current flow, and I will appreciatetheir continued and further involvements and cooperation.
   

Measures to various changes
Japan Marine Science and Technology Center became JapanAgency for Marine-Earth Science and Technology (JAMSTEC) lastyear, and the FRCGC was positioned as one of centers under thenew Agency. Various rules came under review, the discretionarywork system was introduced this year, and now we have beenworking toward the introduction of a new personnel system at the beginning of the next fiscal year. The system of the newAgency is being improved rapidly toward a COE of the world. Ireally hope that the changes in the system will stimulate themotivation of our researchers and staff, and that researchers fromall over the world will be attracted to our center.
Taking a look back on the inside status of our center, we noticethat while we are producing various study results, we have severalissues to be addressed. When I gave my inaugural speech, Imentioned the issues: (1) Measures to the ending of the KyoseiProject in FY2006, (2) Promotion of cooperation with other centersin the Agency, (3) Promotion of cooperation with outside relevantorganizations, and (4) Efforts for external competitive financing.
We are now trying to secure the funds for (1) and (3) in theestimate budget request for the next year. Also, as a public liaisonwith the Meteorological Agency that assumes the role ofreturning profits to the public through the operations, we havedecided to have a research conversazione. Seeing theachievements with the "Global Cloud-Resolving AtmosphereModel with 3.5km Grid Size"* which is being developed in theGlobal Environment Modeling Research Program, we can expectthe possibility of utilizing such a high-resolution model in variousmeteorological operations in future. By exchanging the researchresults with the Meteorological Agency through the researchconversazione, we hope that we can further mutualunderstanding and cooperation.
The raising of external funds for this fiscal year is almostcompleted. I express my thanks to all the efforts of the peopleconcerned for the achievements. Looking back on theexperiences, however, I must admit that there are some points tobe improved for the budget request in the next fiscal year forward.Especially, if we have to procure funds in competition withorganizations from different fields on an equal footing, we need tokeep in mind that the project selection committee consists ofspecialists from a wide range of fields. In other words, in making a proposal, we must make them understood that our proposedproject is important and worth implementing compared to theprojects from different fields such as life and materials sciences.So far, probably, when we made proposals, we assumed toomuch that the selection committee consisted of specialists in thesame field as ours. We have to accept this mistake humbly andprepare for the project planning in the next fiscal year forward.
