This program will develop an extensive and continuous ocean observing system in the western Pacific Ocean, the Indian Ocean and other oceans under an international cooperation, and clarify mechanisms of oceanic and atmospheric variations on seasonal to decadal time scales.
(a) Mechanisms of the oceanic variability in the western Pacific and the Indian Ocean are studied by using data obtained by the TRITON buoys and voluntary ships, and the role of the tropical oceans in climate changes associated with El Niño, the Asian Monsoon, and the Indian Ocean Dipole event will be clarified.

(b) Basin-wide oceanic variations in the subsurface and middle layers are observed by using numerous Argo profiling floats, and mechanisms of oceanic and atmospheric variations on seasonal to decadal time scales will be clarified.
